The propaganda card produced for the plebiscite in Salzburg held in May 1921,  franked by locally produced stamps with "Abstimmung/ in Salzburg/ 29 Mai/1921" overprints.
In October 1920 the Austrian National Assembly passed a motion calling on the government to hold a series of  povincial plebiscites on the union of Austria with Germany.  in April and May the provinces of Tyrol and Salzburg each held provincial referendums, and in both cases the unification supporters had won.   Under the pressure from Allies,  no further plebiscites were held at the time.
